We should never make it come to that level. Robots and AI are tools to aid humans, and they should remain that way. If we give them 'consciousness', it'll open up a Pandora's box of ethical issues that can be avoided entirely. It can even lead to a SkyNet scenario which is actually a very real concern among scientists.
