OpenAI are only making it look like they want the government to legislate their activities... Sam Altman and the team at OpenAI are fully aware of the fact that creating a billion licence types for all of the little esoteric tools that plug into the back of ChatGPT and Dall-E is going to be impossible to police, even if the licencing model is one that puts the onus on OpenAI to only allow licenced operators to access their API.
