When people talk about using AI for reference, I think they mean very specific things that are hard to find. You must know how hard it is to find a very specific pose or when you're just looking for general inspiration or feelings.
It's still not good for that for similar reasons to what you've said but it deserves being addressed directly. The feeling of "I don't think this AI work is anything but it makes me feel this way or that" comes from the user having experienced actual works of art before, and being reminded of them. Other than being a reminder, it won't be good for directly referencing details from and even if it was, it wouldn't be good at making something new or unique to reference that you can't already search for.
