I think this guy has a clear political bias towards control, collectivity. The problem is that collectivity leads always, always to elitisim. The true power will be in the hands of very few. Therefore we should plant the power to root level rather than to a world government. Democracy, in its represeentative form simply does not work. The only democracy that works is to divide the power by many, as close to root level as possible.
Geoffrey Hilton’s view is from 1960s socialists. But he is right that AI must be regulated somehow - but definitely not by a world government because that would be the ultimate nest of corruption, nepotism, inefficiency, leading by narratives (read lies). Hinton is obviously against Musk, who by the way has made the most noise about AI safety and concerns. He says “Musk has no moral compass”. That is an opinion, not a fact. This kind of people should definitely not run the AI system!
