i feel like a lot of problems would be solved (or at least slowed down) if we made it illegal for tax breaks to be applied on a case by case basis. when data centers are looking for where to build, they send out communications to all the potential contender cities and ask for them to submit bids. each city sends back a proposal of how much money the company can save by building in that city, whether it's in the form of tax breaks or the city just giving them the land for free, exempting them from various regulations, etc. so what's happening is we've normalized bribery and corruption. it's literally just a normal part of doing business. cities want more jobs in their hometown because in theory, that means higher cashflow which lets them rake in sales tax. even if the sales tax revenue is way lower than what they could have gotten from the company paying their fair dues, if the company builds elsewhere, the city gets absolutely nothing, and anything is better than nothing. the cities most desperate for the cash are of course going to be lower income in the first place. you want to know why data centers are poisoning the air and seizing the water supply of poverty- and drought-stricken areas? this is why. because the city leaders all decided the lives of their people were expendable for a couple bucks. make it illegal.
