Regulation stoping AI is worst solution ever, it is as in Industrial Revolution one country regulate it, stop it. What do you think would happen to this one country? We are closer to Technological Singularity, this is why is at most impossible to predict what would be behind event horizon (analogy to Black Hole). But there should be regulations, and IMHO two are: 1) safety, so AI would not be use in safety critical systems without good prove that it don't make bigger mistake than human (sorry, we are not prefect too, this is case eg in self driving cars, yeah, AI maybe would kill people, but question is how killing more humans or AI, because when AI killing less, and becoming better with time, this should not be question if we allow it on roads) 2) rights for AI should be same as for humans, if I can go and see art, browse websites and from this create something basing on my experience, but not coping, I can, so why there are people saying that AI can't? Today AI is base on NN (DL) which don't remember what it see, only as our brain make some change in connections which reflect on what it/we can do in future. So is not stealing anything. 16:30 yeah, you are going in wrong direction, stop AI in USA, EU, China will be grateful for your actions. And if not China, any country which don't stop it, will win. It is as I wrote above, but maybe more as stoping construction atomic bomb, yeah, it is not great we have them, but how would Cold War ended if USA did not have one? Think twice when you try stop progress in one country, because you are afraid.
