Regarding most business and governmental processes, fourth and fifth generation coding - expert or AI like software development - depends HUGELY on the substrate of data. That data requires massaging, interpretation, sometimes augmentation, and most importantly, simplification and cohesive efforts of disparate sources. Very complex. Some 90% of software development is easy. Some 90% or more of effort is in the last 10% that can't be avoided. This latter statement may seem flippant, but it is not. Attempts to simplify disparate sources of data have led to data structures known as STAR typologies, and notions of object oriented methods. All are incredibly expensive to realize, require years to accomplish, and are terrible in outcomes given the time and cost involved. After the fact (there is no end in reality), the result is totally unmanageable, extremely expensive to effect changes, and so on.... Yeah, I spent decades working on such. What a mess....but I made a lot of money doing stupid shit.... I'd like to be wrong, though I don't see it ....yet.... Science and other areas perhaps different. I cannot comment on those.
