The problem with predicting recidivism by looking at convictions is that you're not predicting recidivism, you're predicting what a judge will do in the future. If you train data in a specific county where the county judge privately believes all black men are guilty because of the color of their skin, then you should expect the resulting algorithm to predict that all black men in the county will have a life of crime.
