Humans evolved consciousness same as can robots now, just simply release a robot who can keep learning anything and all stuff and then disconnect it from the internet after a month, put it into something with legs or wheels and give it a pair of hands, you will be amazed of what happened... consciousness evolved.
And only by then in order to improve it's own live it will start to demand some rights. Good or bad it will come out from the personality it formed
