These officers and the counties their in that have these "predictive policing" policies seem to strongly indicate that they have too many officers with too little to do, which must be based on excessive budget! The obvious solution is to REDUCE their funding. (NOT to DEfund the police, which is a TERRIBLE idea, which anyone who has lived in a failing/failed/pre-developed state would know far too well)
