Wouldn't humongous weather balloons suspended in the clouds within no fly zones encompassing all AI data required make for a loophole that blinds in with the ambient seeing that they are white in colour.... no eye soars, much lesser energy requirements at altitude & " the cloud " will no longer be a figure of speech
