It's pretty telling that the predominant AI "first" to come out of the EU was regulation. The US may have swung too far in the direction of laissez-faire capitalism and total lack of control but Europe is sitting on the other end of the pendulum of hidebound non-progressive protectionism. There's plenty of money + intelligence + technology in Europe but it's just all immobile.
