Much of the "business" rationale for AI is a ruse. Groups that are making the technology a primary element of cooperation and collaboration with authoritarian governments will simply assume a sovereignty and just take what ever they want. Depending on the relationship that they form with that government, they may even ignore the wishes of said government. (Having actual control of the tech and/or compromising information on members of that government)
