There is no way to regulate these things. It's far too easy to just upgrade their software to fully autonomous without telling anyone, or hiding the ability to do this from any inspectors.
Yes we've managed to regulate things like gas warfare, but that was only because of how much harder it was to conceal that activity if it were ever used.
No regulation is going to stop these things being developed.
