What complex definitions to something what's actually easier. Autonomous systems like iron dome follow clearly human defined algorithms to decide the launch. A true law is a black box requiring tons of men/h of analysis to understand why a decision was made. Instead of defining from what human know about it define it precisely as the opposite, how easily a well trained human can understand the rules that triggered the decisions.
