Big tech have already proven that reasonable regulation is possible. They have Terms of Service already in place that stipulate how the tech can be used. They themselves are dictating limits of how the tech can be applied (examples include no human surveillance, no use in warfare, etc). "Know your customer" rules should definitely apply if selling access to AI development platforms.
