AI being used to generate a quick base to then build off of is fine in mu opinion. Using AI to generate art of individual artists that is basically indistinguishable from the original artist is taking it too far.
If you trained your own AI on just your own artwork, and used that to generate your own work, then that would be an actual AI artist. Unfortunately, most don't do that.
Edit to add: I'm fully in support of artists poisoning their work to subvert AI scraping.
