You cannot say whether an AI can ever gain consciousness or not until we first can identify what exactly _is_ consciousness and prove that anyone or anything actually possesses it.
Every metric I've ever seen to determine if someone or something has a consciousness ends up either excluding a sizable portion of humanity or including many animals and existing AI.
