Trains may be able to accommodate more people. But they require their own infrastructure with a huge consumption of resources. The roads, on the other hand, are already there and robotaxis can use them efficiently. Besides, you have to travel by car to take the train. A robotaxi, on the other hand, takes you directly from A to B.
