The real difference is that AI art steals pieces from other people's drawings. The digital art apps smudge tools and things are just brushes that the app developers made for the app for use by digital artists who then use them on their own in different ways. Via digital art there is no theft involved at all. Another this, with the "isn't it the same ... Original media" we drew that "original media" in the first place so we're allowed to do things to it.
