Even if it wasn't blatantly unconstitutional, the algorithm is terrible. It creates a feedback loop by counting police interactions against you but then sending Police to interact with you if your social credit score is too low. This makes it impossible to get off the list as the continued harassment will count against your score and push it lower.
Then, you have the fact that it counts being a victim/witness as a negative, which is a perfect way to get people to not report when they've been the victim of a crime. Given my experience with our local police growing up (they would ignore crime and then the mayor would brag how "safe" our city was), I wouldn't be surprised it this result was intentional.
Additionally, by harassing those determined to be likely future criminals and looking for any reason to arrest them, the algorithm confirms its own bias.
