When someone uses AI to generate some sort of "art", the machine doesn't "make" the art. The human has to direct the AI. The human does not have to accept the first thing the AI generates. The human can keep using the AI endlessly, until it produces something that matches their artistic vision. Therefore, AI is literally just another tool, just like a pencil, or a paintbrush, or a camera, or anything else. Yes, the tools are quite limited, and they don't give you as much control as you would have, if you drew/painted the image yourself. But sometimes you don't care about that. Sometimes you just want to make something. And that process is still a creative process, so it is still "art".
