The car is likely programmed to honk at obstructions in the road, as warning and to "ask" said obstruction to move. Like a person standing in the way, or another car sitting in one spot too long. And so Waymo will add geographically tagged quiet zones (residential) into the GPS the car uses and the cars won't honk from 10pm to 7am or some window in which the cars won't use their horns except in emergency avoidance braking situations when in those zones.
