What Penrose was insinuating is issue exists regardless of the language, the construction itself of AI does not predispose it to understanding or consciousness. It menorises that "this follows that" or relates to that in a human digestible form, but it's a static process with no inner agency/consciousness. Awareness doesn't exist in a series of computing steps.
