Were I an artist that posted my works to the internet, had them harvested by these AI programs, and saw spitting images of my artstyle being reproduced I would be pretty annoyed. It seems like plain plagiarism, but at the same time if someone read the works of a great author and began to adopt their style would that be plagiarism? It's a tough gray area that hasn't been hashed out yet, and I am equal parts excited about the technology and sad for those who honed their skills only to have them incorporated into the great gen machine.
