The interesting part is that Tesla *will need* to be able to run intelligent enough local AI system to read all the signs in tunnels or it will get lost in the future, too. That's one example where the car cannot outsource the intelligence to cloud because there can be long stretches in tunnels without internet connectivity, too.
Tesla should be able to track the position of the car pretty accurate just with software updates: it can measure how much each wheel is rotating and it knows how fast it's going and it also has acceleration sensors all over the car so it should be able to integrate the true position pretty accurately even without the GPS if the software simply were good enough.
