What is conscious within human beings is their soul. If souls find a way to attach to a machine, the machine will become conscious. Until then, only biological being have souls, hence are conscious.
Of course, there is panpsychism which says that there is consciousness all the way from the infinitely small to the infinitely big. And I agree with that. But it is a different kind of consciousness. When we are asking if an AI machine is conscious, we're comparing it with the human form of consciousness.
