Nonsense. AI is not "smarter" than human beings. A computer can amass and make available more information than a human mind can, if human minds feed that information into it, but it has no imagination, it is not and never will be conscious, despite the periodic attempts to sell this notion, because consciousness is exclusively a property of biological beings. In the end the robots which are called Artificial Intelligence are not at all intelligent, they are purely mechanical devices, however sophisticated the programming that makes them look "smart". Does "AI" need regulating? Well, certainly the people who program and make AI do what it does need to be regulated so they can't use it for nefarious ends: the unfortunate part is that regulatory agencies are often complicit with those who seek to accomplish nefarious ends, pharmaceutical companies for example. So it all comes back to the abuse of power - again, not on the part of the robot but of the human being who controls the robot. The rest is mystification and deceit.
