On paper, it should be simple: build a dam, run generators, place equipment beside dam and run river water through heat exchangers. No need for megawatt transformers and power line, instead run some fiber optic to download your AI dancing cats. In reality, companies that build and run powers stations and datacenters are not on the same page, not in the same book. All of them benefit from every added complexity.
