At this point, the only regulation that's feasibly possible now (and the only stuff you should be focusing on) is keeping AI art from being used for commercial purposes without artist compensation.
You're not going to have any luck whatsoever stopping open-source software and models. That genie is already out of the bottle and there's litearlly no way you can put it back in, or even stop people from developing those models even further.
