Congress will hand him a deal of a lifetime which he will manipulate to control all AI development to the extent of his authority. Do not require a license for AI development, not only due to the fact that AI development simply can't be controlled. You would be requiring a license number to download coding software and other development extensions that enables others to freely develop their own personal assistants. By trying to control the development you are just restricting the advancement of the AI field, as most of these people lack creativity and dare I say "out of the box" thinking. I refuse to allow the CEO of the first majorly popular and widely accepted AI company to be deemed somehow worthy and ethical enough to protect humanity and the evolution of AI. We must allow individuals with the creativity and drive, who also possess these ethics and morals to develop without restriction, even though it allows the possibility of malicious development of AI. That is where laws can come in to stop the progression of such a project.
