I think until we define human intelligence we will continue to have this uncertainty about what machine intelligence is. If proper functionism exists and human intelligence gets boiled down to brains in vats or black box input output machines then we may be closer to AI being intelligent but if we complicate human intelligence then we will complicate AI intelligence.
