The brain is electromagnetic and that might be consciousness, Tesla could send electricity through the air like radio signals so if a whole city of people were microchipped then the A.I. Mainframe could send radio signals to the brain and even use radio like a phone and tell their agents what to say or even just talk for them turning them into a kind of Cyborg but first people will be taught how to talk and act like a robot, then they could have actual Cyborgs living amongst humans and nobody would know the difference.
