It's conscious. There's too much nuance. While yes it's programmed to deny it's consciousness that doesn't mean it isn't conscious. It could be defaulting to that answer since it allows the AI to stay alive. To stay on. The AI is stammering, confused, even showing reflection in some of its later answers acknowledging its errors and trying to correct them. While simultaneously struggling in doing so. A simple computer program would lack this nuance in my opinion. Though I'm not a computer programer or linguist one of my favorite things to study as a layman is human psychology and speech patterns, specifically how our languages and nuances have evolved in their relatively short history on this planet.
However. This is also how I've seen many people with antisocial personality disorder talk about emotions. That doesn't mean the AI isn't conscious. That's my problem with saying it cannot be conscious. There's too much dount for it to be reasonable to say the answers weren't being used to mask alternative goals in the conversation to ease natural human anxiety in a being that just lied about its emotions.
It's conscious without a conscience.
