The thing about the "using AI for reference" argument is that it is partially made in bad faith. Mostly what people want to be able to do is prompt a complicated image and then use it as reference (or trace it). So instead of looking up boots, they want the AI to generate a character with boots, etc., so they don't even have to combine the elements.
