What's wrong with claiming that if an entity can interpret data that it has never encountered and finding ways to usefully utilize that data, than its strong AI. This entity would be "problem solving". I also believe that linguistic and emotional competence are irrelevant to this discussion. A cognitive entity void of this baggage might still be able to "think creatively". Example: would a sociopathic caveman still be a "person"? I believe so.
