If we do not consider strong AI to be human then the potential exists for people to be mistaken for AI, losing their rights. Regardless of whether or not strong AI qualifies as human, we should treat them as humans in order to preserve the rights of "real" humans.
This assumes that strong AI will eventually become indistinguishable from humans.
