Every society that creates AI has to inevitably face off with the Department/ministry/Bureau of non biological sentience. It is a must. Now I can be ugly as the civil rights movement or it can be better as it won't be in our best interests to try and put machines under our heel. The same has to be done with alien life when non human sentience is a thing. I say we start laying the ground work now and not wait til we are staring a war in the face...
