We are capable of empathy, we can be held responsible for our actions and we have some sort of inate morality-mechanism that allows us to make decisions in completely new situations and we do it very consistently. We have no clue how to make a robot like that because we have no clue how exactly these things work. Even if very advanced aliens made androids in an atempt to model our brains, it would be difficult for us to say if they are truly like humans because we don't really know how we work. A bunch of IF-THEN statements do not make a human, it has to be creative.
