My perspective is that rights are a natural and necessary consequence of machine consciousness having preferences. If we by design or by accident program artificial intelligence to have desires and preferences then they pass the threshold for me of being worthy of possessing rights. If we carefully ensure they never have the capacity to have desires and no AI produced by other AI develop desires then no, machine rights are not required. If one does not have preferences, one cannot suffer. We only have pain and suffering because we desire an optimal environment for our ongoing survival and reproduction. If we didn't care at all about whether we lived or not then we'd not have evolved the ability to feel pain or suffer. A machine need not have rights if it genuinely cares not whether it is owned like a slave. If however we can justify animals possessing certain rights then I can't see why a non-human entity capable of proving itself of being conscious in every way we can should be denied them. The more interesting question might then be whether they genuinely have desires or are merely pretending to have desires to follow their programming.
