Intelligence is relative like everything, meaning its existence depends on what it is being related to. Another way to look at it is that if you have a computer in a void, meaning that it exists by itself without anything else, then in that world, in that void, that computer is all that exists so you cannot call it artificial. Once you start relating that computer to things is when it gains qualities like artificial intelligence. Actual intelligence as we call it is actually just the intelligence that best relates to ourselves.
