This is ridiculous, so many temporary problems that can be solved so easily.
Just include every-single vehicle into a network of which allows the A.I. greater predictive ability thus significantly lowering the probability of accidents in its crash, a mass-scale grand strategic solution, as contrast to a tactical solution of choosing who to kill.
