Yes. as another comment suggests not necessarily on a 1:1 basis. We use Windsurf as our primary IDE. We use codex through Windsurf a lot. If you have the codex app you can search for "Skills" and install. in the IDE (using codex or other openAI models) you can call the specific skills to be used.
