Yup, it's like a football coach.
They can a) definitely lose you the game, or b) boost your odds of winning a game with good strategy and prep, but c) they CANNOT single-handedly win you the game. (It ultimately comes down to something out of the coach's control - skill and execution of the players.)
Similarly, a president can a) definitely increase the price of oil, or b) boost the odds of lowering the price of oil if the environment's right, but c) they CANNOT single-handedly lower the price of a global commodity like oil.
