I pointed this out in a different comment but this is actually standard practice in industrial robotics. Each robot has it's own software licence for something like MasterTIG.
Used to be a KUKA robot would come with all the standard software you could want but the robots came with a premium to cover software development. FANUC and ABB started undercutting them by selling robots with just basic operating software and you buy only the packages you needed. A bunch of companies got caught out when buying cheaper robots as they'd assumed they'd get what they needed out of the box. Then KUKA joined in on the practice and now all major manufacturers sell the software separately.
