They ready have a model for this using RPA in Power Automate to run apps. Yes you can run this kind of process on single device using regular desktop licenced software... or for a fee you can subscribe to the Azure plan which let's you run a certain amount on a pool of VMs. It's cheaper than one full licence per agent but the scaling works in such a way where you get okay value but you still have to pay a premium over if you had them all running on a single self hosted instance.
