I love this!
If you want to get on a horse you need to demonstrate x/y/z (ability to walk, climb, balance or whatever).
If you cannot do those things here is a low risk/cheaper option that will be fun and safe and help you feel “part of”. Maybe include a free photo op as part of the “safe” option - or give a little souvenir that the riders don’t get. Free apple to feed to a horse. Plenty of options to give a fun experience to folks who can’t ride.
