It's better at parsing information, but it isn't particularly better at acting on that information, so that's how I distinguish it from actual understanding. Like AI is getting closer to being able to read and write and draw to this basic standard of human mediocrity, but the methods for allowing it to make decisions or execute in ways that aren't just generative output are still just as limited as ever.
