In Alaska the general rule for city/state/private snow removal is to plow for every 4 inches of snowfall. We got more rain than snow this year, and Home Depot is sending back so many snowblowers, its kinda ridiculous. Aside from taxes, the state doesn't charge us, but most companies, parking lots, and private property are handled by private snow removal/landscaping outfits.
