This paper argues very convincingly that the arms race is irrational and due to ignorance, not because it is actually a good strategy to race: https://www.convergenceanalysis.org/research/the-manhattan-trap-why-a-race-to-artificial-superintelligence-is-self-defeating PauseAI has an internal team dedicated to examining dozens of technical papers on AI governance, supply chain regulation, on-chip governance, etc. This is all doable, but sooner is much better than later. The only part of the whole thing that's actually hard is gathering the political will. The biggest enemies are apathy and defeatism. If no one gave up before trying, we would already have a global treaty.  I think there is a less than even chance of success. Even if there is only a 1% chance of success, there isn't a better plan. We either slam on the brakes, or we go over the cliff. The majority of experts say that there is a significant chance the cliff is real, and if so we are all headed towards it.
